Misuse are instances where a person with intent provide false or erroneous information regarding own identity, dishonestly assumes another person's identity or present documents that are counterfeit, forged or issued by other than those who have the right to do so.
ID control or ID assessment is the technical control of documents and assessment of authenticity, but also the control of documents against a person or an assessment of the identity of persons who cannot or will not provide ID documents. ID control / ID assessment can be both an independent task and a part of daily work. E.g. checking the ID of a bank customer or at the tax office. ID assessment is often a part of case handling at the Norwegian Directorate of Immigration or the Immigration Appeals Board.
Norwegian national is defined in this survey as any person who is a Norwegian citizen or who presents themselves as Norwegian citizen.
Foreigner is defined in this survey as any person who is not a Norwegian national, cf. the Immigration Act section 5.
Higher ID competence is defined in this survey as special training or experience in ID control / ID assessments, superusers or document examiners.
Control of person is defined as the comparison of a person against documents, e.g. photo and signature, but also asking tactical questions in conversation or in depth interviews to make sure the person really is who he or she claims to be.
Document control is a technical assessment of the authenticity of ID or travel documents.
False is a collective term for counterfeit and forged documents.
Facial comparison is a manual, human examination of faces using different methods.
Reference databases for documents contain samples of ID, travel and breeder documents which can be used for comparison purposes. They give reliable information about what a specific document should look like and which security features it should contain.
